Can waive interest payment for loan with waive property set to "no"

This is a edge case!
It is possible to set the "Can waive interest on Prepay loan:" flag for a loan
produce to No but still waive interest if these operations are timed properly.
Scenaro:
1. Loan officer goes to loan and clicks on loan repay link. While on that
page, gets distracted and doesn't submit repayment.
2. A different user (admin) decides to disallow waiving interest on repayment
for the very same loan product. Admin unchecks waive interest on Prepay loan
and submits.
3. Now in theory, the loan product can't be prepaid.
4. Loan officer user still has radio button on current screen to waive
interest. Loan officer clicks on submit and repays loan even though product no
longer has that flag.
