Resolution: Won't Fix
The stated behavior was not part of the initial spec. Also, technically it
seems quite difficult to bring it back to the same location without a lot of
cost.
Also given that the primary use case for usage of this control is by typing and
searching for the question, it becomes irrelevant as to where the question is
reinstated.
