Fixing MIFOS-3926 fixed point #1. However, issue from point #2 still exists.
Lukasz has taken this point #2 from the old version of documentation to
MIFOS-3458 (point #18):

However, this acceptance criteria disappeared in the new version of
documentation (uploaded at September 28th).
Kay, what should be the preferred behaviour here? Successful migration should
remove old surveys and surveys categories shouldn't be displayed when there is
no surveys in them? Or we can live with read only surveys in E?
