The new requested parameter selection mechanism - multiple selects at each
level, allowing the report to be run for example for selected head offices, or
for selected regional offices requires 4 days(2 pt) of effort. This is
primarily because identifying which level the user intends to run the report
for requires some rework. If that is ok as is for the first cut, this card is
done.
