Add elapsed time to db upgrades

During Leila E testing, we have found upgrading from 1.6.x to talk several
hours for some large customer databases. To get better clarity into which
upgrades take majority of time, we need to add an elapsed time as part of the
Applying upgrade XYZ... status that appears on the console for each DB upgrade.
Once we have these elapsed times, we can have more visibility as to which
upgrades are bottlenecks that might require performance improvements.
