Get exception when creating client that as PPI as part of workflow.
Repro:
1. login to mifos on 1.7.x test server - http://ci.mifos.org:8116/mifos
2. create new client
3. enter first page, second page (survey questions), and mandatory fields on
3rd page.
4. click submit for approval button
expected: Client create success message
actual:error: An unhandled error has occurred. Please contact your system
administrator.
