Imported PPI Survey defaulting with inactive questions

Noticed on the test server where I've added multiple PPI surveys, some of the
surveys are added as question groups with all of the Questions having status
invalid.
1. login to http://ci.mifos.org:8116/mifos
2. go to admin, view Question Groups
3. view Question Group PPI India 2008 or PPI Ghana 2010.
Actual: each question for these two groups is inactive
expected: each question would be active
