Cancel PPI survey during client creation and see page expired message

User should be able to cancel out of client creation pipeline and return
Clients & Accounts home page. When PPI survey is part of the Create Client
workflow, hitting cancel brings up "Page expired since the action is not
permissible. Click on the tabs above to proceed. " error.
Repro steps:
1. login to 1.7.x test server - http://ci.mifos.org:8116/mifos
2. create client
3. enter mandatory info on first page of create client workflow
4. click Continue button
5. Next page should be PPI survey.
6. click cancel button.
expected: back to home page
actual: Page expired since the action is not permissible. Click on the tabs
above to proceed.
