QG w/ only inactive question can be submitted

Repro (on 8116)
1) See question group named 'o' under View Loan. It has one inactive question
"What?"
2) Navigate to any loan. Click on Attach Survey and select 'o'
3) Next page shows an empty page with no question (b/c "What?" is inactive)
4) Click on Submit
5) Back on View Loan page, see that a survey o has been attached today.
6) Click on it - you can see the question What? and also you are able to edit
the question
Expected:
At #4, I don't think you should be able to submit with no questions.
Actual:
Able to submit, and then actually able to edit the answer and save an answer to
an inactive question.
I didn't test a QG with both active and inactive questions to see what would
happen. I suspect that in that scenario you might still be able to save
inactive questions.
I think I expect that if a question is inactive, it shouldn't show up at all in
your survey and shouldn't be saved...
