REPRO:
1. Set AccountingRules.DigitsAfterDecimal=0 in
applicationConfiguration.custom.properties file.
2. Import xls file with 'Paid In' amount '132,321'
ACTUAL RESULT:
The 'Paid In' amount is rounded and user is able to import file
EXPECTED RESULT:
There should be an error message appears which prevent user from importing file
with invalid amount
