Error strings on defineNewHoliday.ftl are not translated. In FR and ES
instances, the translation shows up as EN:
* Please specify Holiday Name.
* Please specify From Date.
* Please specify Repayment Rule.
* Please specify Applies To.
Repro:
1. login to http://ci.mifos.org:8090/mifos (for ES)
2. Admin, Define new holiday
3. click preview
