"Quick start" in mifos home is not localized

1. Log in to any localized mifos in TEST env, for example,
http://ci.mifos.org:8095/mifos (French)
2. On the home page, look at the upper left hand corner. "Quick start" is not
translated.
Expected:
"Quick start" is translated in the current language.
"Quick start" has been translated by TWN in message.properties. The reason why
the translated message does not show up is because homepagelayout.jsp is using
message from tiles-def.xml which is not localized.
