"Administrative tasks" in admin section is not localized

STR:
1. Log in to any localized mifos in TEST env, for example,
http://ci.mifos.org:8095/mifos (French)
2. Click on the admin tab and look at the upper left hand corner. The string
"Administrative tasks" is not translated.
Expected:
"Administrative tasks" is translated into the current language.
"Administrative tasks" has been translated by TWN in message.properties. The
reason why the translated message does not show up is because searchlayout.jsp
uses a message defined in tiles-defs.xml which is not localized.
