According to the document from MIFOS-3458, If a question group with the title
of migrating survey already exists and Survey and QG belong to different flows:
a) The present survey should not be migrated and a validation message "A
question group with same title already belongs to a different flow" with
reference id for survey should be logged in the tomcat log automatically.
Actually the present survey is migrated and this validation message is not
logged in the tomcat log.
