I'm marking this issue as invalid because this is a normal behavior, when batch 
jobs are running you can't do anything else in Mifos. Also error from mifos.log 
is a normal message (INFO) related to stopping Tomcat. The only problem is that 
error message on the 'Login' page is not appropriate so I've created new issue 
for that bug MIFOS-4355
