Shutdown message string not appearing to user when Mifos is in shutdown mode.
Repro steps:
1. Login to server running 2.0, e.g. http://ci.mifos.org:8116/mifos
2. trigger shutdown in 5 seconds
3. see login page, try to login after 5 seconds
expected: message displayed in 1.6
actual: "errors.shutdown" see screenshot
