add monitoring to demo server, test servers

Frequently, community members put the demo server in a bad state by either:
a) changing the mifos password
b) triggering a shutdown which locks out users
If we had monitoring (OpenNMS?) of the demo server
(http://demo.mifos.org/mifos/) that checked that 1) we can reach the server and
2) user "mifos" can log on, we would in a better situation to catch and remedy
the problem. First step might be to email the admin list when server is down,
where ideal would be to have the monitor resolve the issue and retest.
Typical remedies:
For changed password, password must be reinitialized in the db along with the
mifos account being unlocked. For shutdown, rebuilding the Hudson deploy job
"deploy-publicDemoServer" restarts the server.
Second priority would be to add the same monitoring to our other test servers.
However, these servers are updated frequently, so we should allow for some
period of downtime before reporting any errors on the test servers -
