Changing Date filter selection is not sticking

For at least the Funder and Funds Movement reports, changing the date filter is
not sticking.
Repro:
1) Run report for today. Click View Report
2) Change report filter to a different date. Click View Report
Report still lists date as today.
Also, the date display itself on the report is not listing the month correctly
under Report Date. It has "ene" as the month
