Permission to View System Information does not work.
Steps to reproduce:
1. Login to mifos with valid user name and password
2. Click on ""Admin"" page
3. Click on ""Roles and Permission"" link
4. Disable the System Information page
5. Click on Admin tab, try to click on System Information page.
Expected: Error message should be displayed.
Actual: System Information page is displayed.
