As part of work in creating spring/ftl implentation of 'admin area' in the
past, the loan product area got to a stage of 80% done. This work was not
finished and since then new behaviour has been added to the 'struts/jsp'
implementation of this functionality.
This story should be about completing the loan product area with spring/ftl and
ensuring that it works exactly as the same as the struts/jsp functionality
Once this is done it should unblock some TECHDEBT cards
