Add mysql wait timeout for batch jobs

Per MIFOS-4351, we currently require a workaround for batch jobs to not
encounter a timeout problem. This means adding the following to each mysql
instance that will be supporting Mifos 2.0:

# 25 hours, batch job run once in 24 hours
wait_timeout = 90000
