Added userInterface/src/main/webapp/WEB-INF/freemarker as source folder and 
changed the output directory to application/target/mifos-webapps/freemarker. 
Whenever a FTL is changed, Eclipse will copy it to the freemarker directory on 
the webapp deploy path.

The same approach is used for FTLs inside a module (questionnaire, for 
example). This is necessary because Eclipse does not update a JAR with new 
changes and deploy it automatically when a resource is changed (FTL in this 
case). (Side note: it is better that it doesn't because creating a fresh jar 
every time a file is changed is inefficient.)
