convert plugins build to gradle

Instead of putting [more effort into the plugins Maven build|MIFOS-4520],
convert it to use Gradle instead.
* Gradle is currently being used in bi for a testing framework (presto) and
reports tests
* Gradle is concise and powerful: build scripts are much easier to use and
maintain than maven POMs
* Gradle builds artifacts which can be used in other Maven builds
