interest deducted at disbursement was deprecated and is not likely to be
implemented.
There is code in mifos which tries to handle this which can be taken out so
that nobody has to look at it again because it adds a layer of complexity do
getting disbursement info when disbursing thru collection sheet and loan
details avenues.
