Creating a system user with a value for "language preferred" selected results
in a stack trace.
Found by Mike Chiama.
Repro steps:
1. create system user, select existing branch.
2. enter mandatory values and select a language preferred - e.g. French
3. Preview
4. submit
Actual result: attached stack trace
expected: system user created.
