We're going to measure the rate of decrease in lines of JSP code and some QA
aspects like number of test regressions after a flow is complete. Details here:

This is a VERY non-scientific approach, so don't expect baseline and post-spike
data that we can use to accurately estimate or anything. We may be able to do
better planning poker as we gain experience migrating parts of Mifos, but I'm
thinking the real benefit of this spike will be overall speed improvements for
development, like MIFOS-4099.
