This could be something as simple as a sql script initially that includes
queries that would catch the cases we are aware of so far of problems with data
consistency in Mifos OLTP databases.
The idea is that if an OLTP database doesn't pass the health check then we know
that the database needs cleanup before it is ready to run the ETL jobs.
This could be used during and at the end of data migration to ensure that data
is being set up in a consistent way.
