CSE (after the changes in the specification) behaves the old way, ie. no
earlier repayment - must wait to the meeting day to pay charges. So I think
this is not a bug.
In case of Amount Due being 0 - maybe it's because the next meeting was already
paid? The earlier repayments work in such a way that you can pay off the next
meeting earlier IFF the next meeting isn't already PAID. So if you pay off the
NEXT meeting (and you are not on the meeting date), then apply a new charge,
you cannot pay it off in the same day - you must wait to the day of the next
meeting.
