Add ability to move loan back to "Pending Approval" state after approved

Currently, once a loan is approved, you can only disburse it or reject it.
Might make sense to move it back to pending approval if you want someone to
change something AFTER the initial approval. This allows you to assign the
edit responsibilities to the person who created the loan (if they have rights
to edit a loan when pending approval) and then re-approve the loan once the
changes have been made.
Currently you would have to cancel the loan and the person would have to
re-create the loan, OR, have to edit the loan as the person with the right to
approve (and not all values can be editing, like the amount of the loan).
