In 'Due Vs Collected by Center' report data are not filtered by selected Center

Repro:
1. Select Office: 'BO 1', Loan Officer: 'br1 lo 1 smith', Center: any from the
list, Date: from 01-01-2010 to 01-01-2011
2. Click 'Run report'
3. Repeat Step 1. but select another Center
4. Click 'Run report'
Expected result:
Report displayed for second Center contains different data than those displayed
for first Center.
Actual result:
For all selected Centers report is showing the same data. Data are changing
only after selecting different Loan Officer.
