MPESA plugin allows disbursals with future date.
Repro:
1. Set transaction order for loan product in properties file.
2. Start Mifos.
3. Click on 'Import transactions' link.
4. Select xls file with disbursals configured with future date.
5. Click 'Review' button.
Expected result:
An error message should appear: 'Row <#> error - <Date> - Date of transaction
can not be a future date'
Actual result:
There are no errors related to that transaction and import can be successfully
continued.
