Empty dropdown with explanation list when trying to cancel Loan in 'Application

While changing Loan account status to 'Closed' on the 'Change status' page,
dropdown with explanation list is empty.
Repro:
1. Login to Mifos
2. Search for Client with Loan account in Application Pending Approval' status
3. On Loan account details page click 'Edit status' link
4. Select status: 'Cancel'
Expected result:
Dropdown with explanation list becomes enabled. Possible explanations are
listed and can be selected.
Actual result:
Dropdown with explanation list becomes enabled but the list of possible
explanations is empty. See attached screenshot.
In spite of that, it is possible to continue and loan account status can be
successfully changed to 'Closed'.
