reduce number of active JIRA users

When you re-assign in issue in JIRA, the number of available users to pick from 
is... impressively long. 

Are these all really active Mifos contributors? If not, if would make assigning 
issues more efficient if the list could be trimmed?

Existing user accounts who file issues, may be in java.net issuezilla from 
before when I migrated, can't be deleted of course, but I think in JIRA there 
is a way to "deactivate" users - and then they don't show up for assigning new 
issues to - I think.
