Not thinking too much about the details, but yes, a cloned repository with some
kind of updating could do the trick for read-only access.
I think, though, that the general goodness of github would be lost, as in
having personal forks, and the workflow for pull requests send to the
maintainer. Still, SOMETHING is better than nothing with which to start.
