Description:
Rewording this original bug to request the following improvments in handling
cases when CSE and individual loan disbursal via loan details are tried on same
loan account:
I think the proper steps here in regards to the CSE need to be the following
1. If user hits cancel in CSE, then this shouldn't block manual loan disbursal
from loan details
2. If user hits 'preview', this should block manual disbursal of same loan
account on loan details
3. If trying to disburse manually and its blocked because the CSE is on
preview, should do a time check and if its past the timeout period for a CSE,
allow the disbursal. (this last case should be discussed further with PM team)

2. Run the CSE on the day of the loan disbursal but don't submit, hit cancel
3. Go to the loan and try to disburse manually

and cannot disburse loan!

CSE has no influence on the manual disbursals, i.e. even if we are previewing
CSE, we can manually disburse a loan.
This means that this ticket is invalid.
Going to edit this ticket and change from a bug to an improvment to do the
following:
1. If user hits canceled, then this shouldn't block disbursing
2. If user hits 'preview', this should block manual disbursal
3. If trying to disburse manually and its blocked because the CSE is on
preview, should do a time check and if its past the timeout period for a CSE,
allow the disbursal.
