original issue about data not showing up was due to running report on dw that
hadn't had data processed for the parameter dates used. In further discussion,
we agreed that when PAR can't be calculated, use show the PAR as blank instead
of showing a zero to more clear to the end user that PAR isn't really 0, but
instead unknown. verified on most recent report using same data attached to
this issue.
