Unable to remove an existing question from a question group in the edit flow.
Repro:
1. login to http://ci.mifos.org:8120/mifos
2. pick QG Kay's Survey
3. edit
4. click remove next to Growth question
5. see same screen with Growth question gone from list
6. click Submit.
7. view question group page shows Growth question in list.
