Suspend button on Batch Jobs page does not work when using different locale
than English.
This is caused by the fact that displayed scheduler state (which is
translatable) is compared with a hard-coded "Activate"/"Suspend" strings in
BatchjobsServiceFacadeWebTier.suspend() method
