Old default disbursal date not providing proper error message to move disbursal
date forward.

When I try to disburse a loan that was created previously, in F release the
error message provided the user is not specific to the fact the date is prior
to the last meeting. Instead, user gets error:
"Disbursal failed. This loan may have been disbursed elsewhere"
Repro steps:
1. On test server with F release (http://birch.mifos.org:8120/mifos)
2. search for loan "null00000000527"
3. click disburse loan link, note default date: Disbursal Date:
03/01/2011
4. continue and submit, see error noted above.
Repeat same steps on demo server (demo.mifos.org/mifos), searching for loan
000100000000216.
Note on demo server the default disbursal date is: 02/03/2009.
Try to submit and get message:
"Date of transaction is invalid. It can not be prior to last meeting date of
the customer. "
