Loan Fees are not being added when using Bulk Loan Creation workflow

Currently, when using the bulk loan creation workflow, the fees attached to a
loan are not being created automatically.
REPRO:
1. Start Bulk Loan Workflow
2. Select a loan product that has some fees attached
3. Click on Submit for Approval
4. Click on a loan to view details
EXPECTED:
See fees attached to loan
ACTUAL:
No fees are attached.
I confirmed this on http://ci.mifos.org:8085/mifos as happening. On Mifos
2.0.0 (demo.mifos.org) its working, so appears this got introduced with Elsie F
