Cancel button works differently than in old UI

Clicking the "Cancel" button in the new create savings account flow works
differently than in the old UI.
Old behavior:
* clicking cancel on any part of the create savings account flow sends user to
"Clients & Accounts" tab
New behavior:
* flow is restarted if cancel is clicked on 1st or 2nd step
* nothing happens on 3rd or 4th step
