Summary: Remove "remove" link from recurring fees when loan is in
closed state (was: Recurring account fees is displayed even after the loan
repayment is done)
Renamed title of bug - what happens in 2.1 is that the Remove link is still
there but clicking on it doesn't have any effect. I think this is minor but we
can see when we convert this page to FTL if it makes sense to put this small
improvement in.
The nuance is the Remove link would have to reappear if an adjustment was made
to the Repay Loan transaction.
