Unable to move Loan Officer from one Branch to another

When Loan Officer is not assigned to any center, group or client then it is
impossible to change Branch office for him.
Repro:
1. Create or select exsiting Loan officer which is not assigned to any center,
group or client.
2. Go to 'Admin' tab, click on 'View system users' link.
3. Search for User chosen above and open his Details page.
4. Click on 'Edit user information' link.
5. Change 'Office' to another Branch office.
6. Submit changes.
Expected result:
Loan officer is moved to the new Branch office.
Actual result:
Loan officer is still assigned to the same Branch office. On preview page
before submitting changes, name of the new Branch office is displayed. But
after clicking 'Sumbit' button, on User details page, the name of old Branch
Office is still displayed and Loan officer is not moved to the new office.
