When you trying to add a new question on 'Add New Question Group' page and
leave 'Question:' field empty then inappropriate error message appears.
Repro:
1. Login to Mifos and go to 'Admin' tab.
2. Click on 'Add New Question Group' link.
3. Select 'Add new question' radio button.
4. Choose any question type and leave 'Question:' field empty.
5. Click 'Add Question' button.
Expected result:
An appropriate error message appears: "Please specify the question."
Actual result:
An incorrect error message appears: "must match "^.*[^\s]+.*$""
