Inappropriate validation messages for mandatory fields during create

If you mark the following fields as mandatory (on 'Define mandatory/hidden
fields' page):
- Government ID
- Address 1
- External Id
- Ethnicity
- Citizenship
- Education level
- Poverty Status
- Handicapped
- Marital Status
then during create User/Client/Group/Center flows, an incorrect validation
message appears: "Please specify value for ." when you leave above fields
empty/without selection.
