During creation of new Loan account, on 'Enter Loan account information' page,
when you select additional fee with amount calculated by % of an Loan Amount
and enter chars instead of numbers into 'Amount' field, then, when you click
'Continue' button, an incorrect error message appears: "The additional feeonly
positive numbers or decimal separator are allowed is invalid because {2}".
