This problem has something to do with question groups. If you turn off question
groups associated with "Create Savings", savings account will be created
successfully. Ditto if you enable just *one* question group. The reported
problem will occur when you have more than one active question group and trying
to creating a new savings account.
I will step through the debugger to see why this is the case.
