tested with f release build #133. Verified ability to edit branch for user.
Tried all combination's of LO/Non LO and Branch/Head office. Confirmed that LO
can't be set to head office level as expected.
Note that editing is still badly broken when trying to modify multiple users in
the same session - MIFOS-4815.
