Some missing FR, CN, ES translations on several Admin pages

There are some missing ranslations on the following Admin pages:
- Shutdown status 'Not planned' on Shutdown page
- Previous run status 'Never executed yet/Completed' on Batch Jobs page
- in Chinesse Mifos instance, 'Specify the number of days of non-payment after
which status of 贷款 account is changed to "In Arrears" by the system: ' and
'Specify the number of days to define "Dormancy" in 储蓄 Accounts. The account
status will be changed to "On Hold" by the system:' on View lateness/dormancy
definition page
- 'Add a new 贷款 product. - Enter 贷款 product information.', '贷款 product
details.', '利息 rate ', 'Include in 贷款 cycle counter' on Define New Loan product
page
- 'Add a new 储蓄 Product - Enter 储蓄 product information', '储蓄 product details ',
on Define New Savings product page.
