reproduced on latest head master (11 March 2011) build (8085 test server).
steps:
1. Edit labels for ethnicity and handicapped fields to EthnicityMod and
HandicappedMod.
2. create client
3. edit client and modify ethnicity and handicapped values.
4. check change log.
actual:
